Reasons for the Growth Plan Paradox

The reasons for this paradox are quite simple

  1. No more Ontario Municipal Board. This has created a very cautious attitude for developers going forward with new acquisitions
  2. New Historic Control Districts in Central Toronto. This has shut down all development in most of the core. Formerly non-historic properties are now being designated historic.
  3. Huge delays in rezoning and permits with the city of Toronto.
  4. A provincial government that is clearly anti-development
